Presentation Overview

In 2013, NYS established a statewide Lean Office based on recommendations from Governor Cuomo's Spending and Government Efficiency (SAGE) Commission; the purpose of which is to help improve the efficiency and effectiveness of delivering services to citizens. Lean is a management philosophy used by world class companies to make their operations more effective and efficient

The NYS Lean Office is working with all Executive State agencies to transform business processes and help change the culture in NYS government.

  • Training employees in Lean concepts;
  • Empowering them to make changes at all levels; and
  • Investing in the workforce so that Lean is self-sustaining in the future are all key components of the NYS Lean Program.

The NYS Office of Information Technology Services (ITS) joined the State's Lean family in September 2014. To help establish a Lean agency culture, ITS has adapted a 4-hour Lean Basics course focusing on key principles of Lean:

  • Viewing the process from the eyes of the customer;
  • Getting rid of unnecessary steps;
  • Making the process flow;
  • Training and empowering employees to identify and act on opportunities as they arise.

Featured Presenters:

Erika Choi has been the director of the NYS Lean program since its start in July, 2013. She has always been passionate about making things better and became a practitioner of Lean Sigma and continuous improvement methodologies in 1998, when she was the first Six Sigma Champion for the Air and Missile Defense Systems business unit of Raytheon. In 2000, Erika returned to her roots in the Capital Region where she worked for the Center for Economic Growth to build their Lean program before going into her own private practice. She has assisted companies in a variety of industries including manufacturing, pharmaceutical, telecommunications, healthcare, legal and government. Her ultimate goal with the NYS Lean program is to affect a visible change to NYS government performance and customer service, through the empowerment of its employees.

Anne Marie Rainville serves as the ITS Lean Deployment Manager, responsible for helping ITS develop a Lean culture. She and Laura Ryan are both enthusiastic Lean participants interested in process improvement. They have both completed NYS Lean Boot Camp and have been working as Empire Belts in training at ITS. Together they developed ITS is Leaning Forward - Overview of Lean concepts that just make sense to raise Lean awareness at ITS. In addition, they adapted this practical course specifically for Business Systems Analysts to give hands on experience using Lean tools.

Laura Ryan is an experienced and certified trainer for GOER courses including Basic Group Facilitation, Essentials of Supervision, and Respectful Communication in the Workplace. She has been involved with process improvement since managing the Process and Change Management group at the NYS Office of the State Comptroller in early 2000, promoting the use of GOER's "There's a Better Way" methodology. While at ITS, Laura has also become certified to teach Lean Basic Group Facilitation.

  • Business Analysts working on business process improvement projects in NYS and NYC government and ITCR members

NOTE: Because ITS offers this course to its employees, attendance for this session is limited to agencies other than ITS.
