HR Shared Services - One System, One Source


Presentation Overview

Denise Dreany, AGS Cluster Project Manager, will lead a Project Spotlight session sharing her experiences, challenges and lessons learned managing the Human Capital Management System (HCMS) HR Consolidation Project.

As part of the Governor's shared services initiative through the Business Service Center (BSC), the HCMS project was created. This initiative takes all Executive Agencies back office transactions for human resource management and consolidates into one system. The BS now uses the HCMS application to track the full life cycle of a NYS employee, from hiring, transfers and through retirement. This has consolidated all HR transactions into one system, one source.

This three-year project began in January 2014 and will be completed by September 2016. It will consolidate 62 executive branch agencies and 120,000+ employees into a single system. Wave 2 of 7 was recently completed. This large scale vendor-shared project has a unique twist and requires managing the vendor, the BSC team members and the consolidating agencies team members. It requires collaboration between all parties working on the project. Without this collaboration, the project will not succeed.

Denise Dreany has a Master's degree in Information Management and Policy from the University at Albany and is PMP certified. She has been working in state service since 2008 beginning at the Governor's Office of Employee Relations before transitioning to the Office of Information Technology Services. Her expertise is in the implementation of large scale, multi-agency, multi-year projects for the state including the Statewide Learning Management system, the Human Capital Management System, and the Enterprise Time and Attendance System. She received the "Best of New York Award for Outstanding IT Service and Support" in 2012.
