Presentation Overview

Public policy impacts almost every aspect of our lives, be it economic, social or cultural. Our economic well-being is, to a large extent, determined by the fiscal and monetary policies of government, while socially we are often affected by public policy on a range of issues from healthcare and education to welfare and the legal system of justice. It is important that policy enforcement be administered in a fair, thorough and consistent manner by all. This has become increasingly difficult as the amount, scope and complexity of legislation has grown, often making explaining policy harder and raising the distinct possibility that multiple policies will conflict.

This presentation will highlight what business rules are, where they can be found, and how they should be documented and maintained by:

  • Capturing the decision making process of a State agency based on their rules, policy and legislative documents;
  • Enabling business analysts to actively participate in the rule creation/testing process and maintenance of any rule changes;
  • Providing a clear explanation of how a decision was made, based on specific business rules; and
  • Reacting to changes in policy, law or statute using end-to-end solution for development, testing and deployment of business rules.

Featured Presenters:

Eyal Darmon
Eyal is a Managing Director with Accenture's Health & Public Service practice. He has more than 16 years of experience with government and pension/retirement organizations. He leads the North America Pension Management Consulting Practice which includes rules management. Eyal is responsible for working with pension organizations on large system modernizations focusing on Business/Functional and Training/Outreach/Change Management. His current role is the Deputy Project Manager for the New York State and Local Retirement System (NYSLRS) Redesign Program.

Murray Smith
Murray is a Senior Manager with Accenture's Health & Public Service practice. Since joining Accenture in 2007, he has worked with Public Sector and Government clients in both Europe and North America. Murray's specialization has been in welfare reform and pension administration. He has worked primarily as a business/functional architect on large-scale IT transformation projects. Murray's current role is the Design Lead for the New York State and Local Retirement System (NYSLRS) Redesign Program.
